Thomas Morton

Thomas Morton is former director of the Department of Family Services in Clark County, Nevada. In 1984 he founded the Child Welfare Institute to provide technical assistance, training models and system improvements to state and local child-welfare agencies. He is a consultant to the “Spotlight on Arizona’s Kids” project, a Morrison Institute effort to help state leaders, child advocates and others develop the most-effective child welfare policies.
